Crafting
High Quality Metal cannot be crafted — it drops as loot, comes from a research blueprint, or is found at monuments.
Recycling
Rust has two recycler types. Monument recyclers are faster and yield 60%, but you can be attacked. Safe-zone recyclers in Outpost and Bandit yield 40% and take longer, but turrets protect you.
High Quality Metal cannot be recycled.
